There is no disclosure requirement unless you ASK. Then the landlord must respond truthfully. It looks like you failed to inquire and naively assumed that there were no pets there previously. The landlord is not responsible to clean the unit to accommodate your allergies. Next time you seek rental accommodations, you need to state your physical situation and insist on a pet free premise.
